Prepare the Batter:
- In a mixing bowl, combine the flour and dashi broth. Whisk until smooth.
- Add the egg, shredded cabbage, green onions, and cooked meat/seafood if using. Mix until everything is well incorporated. Season with salt and pepper. Let the batter rest for about 10 minutes.

Heat the Pan:
- Heat a large griddle or frying pan over medium heat and lightly grease it with oil. You can use a non-stick spray or a small amount of vegetable oil.

Cook the Okonomiyaki:
- Pour a ladleful of the batter onto the pan, spreading it into a circle about 1/2 inch thick. Cook for about 4-5 minutes, or until the bottom is golden brown.
- Carefully flip the pancake using a spatula and cook for another 4-5 minutes on the other side. Press down gently with the spatula to ensure even cooking.
